My Theory about The Doctor in Division
I have this theory concerning the events in the episode "Fugitive of the Judoon." This is an exceptional episode, but there are little clues, if you read between the lines. You all remember "Fugitive of the Judoon," right? It was the one that blew us all away by introducing Jo Martin as the Doctor, and not just any Doctor, but a previous Doctor.
I was thinking of this episode, and I realized that the Doctor, our Doctor, Thirteen as played by Jodi Whitaker, did something different in this episode, and if she hadn't, then this episode would have played out completely different. For the longest time, going back into classic Doctor Who even, when the Doctor meets someone, the standard procedure is "Hi, I'm the Doctor and this is Companion X and Companion Y" (only they give the names). Go back and look at any episode, new or classic, and that's SOP for a greeting, unless the Doctor is being sneaky and infiltrating enemy territory. However, upon entering Ruth's house and meeting Lee, she does not introduce herself or her companions at all. Now Ruth is under the spell of the Chameleon Arch, so saying she's the Doctor wouldn't have meant anything at all to Ruth. But Lee was the Doctor's companion, and like Martha in "Human Nature," knows Ruth is the Doctor (in hiding), If Thirteen had said that, then he probably would have quickly worked out that she was another incarnation of the same person, and acted appropriately, probably saving his life. This episode would have gone in a completely different direction.
In the Flux episode "Once, Upon Time," the Doctor is thrust into a lost memory of her own past. We see Thirteen, Vinder, Dan, and Yaz, but when Thirteen looks into a mirror, she sees Ruth/the Fugitive Doctor. This means her companions are actually the other Doctor's companions, so Lee, Kavanista, and Gat. Yaz even refers to Dan as a dog, and he takes offense at it, filling us in on their identities. What we do gather from this sequence of scenes is that the four of them worked together in Division, and this was to be the Doctor's last mission, then she would be able to leave Division.
In season one, episode ten, "The Doctor Dances", Captain Jack Harkness says that when he was a Time Agent, he woke up one day and they had erased two years of his memories. This was never addressed or resolved in either Doctor Who or Torchwood. What if he was working with the Doctor in Division? Because it was a time agency, they knew he would meet the Doctor later in their life/time stream, and they needed him to be able to keep it a secret. Consider the various clues left here: Captain Jack is in "Fugitive of the Judoon", BUT he doesn't interact with anyone other than Graham, Ryan, and Yaz. If Lee or Gat had seen him, they would have recognized him and things would have gotten very complicated. He and the Ruth Doctor have also not shared any screen time, so she should recognize him.
What this means is that if they do a spinoff of the Doctor's days in Division, starring Jo Martin, Captain Jack should be in it. The groundwork has been laid. Obviously, we would want Lee, Gat, and Kavanista, as well as Tecteun. As that would be in the olden days of Gallifrey, they should also have Rassilon and maybe Omega. I would say there is enough fertile ground for at least a few episodes.
